Brand - AQL standards differ between Footwear and Textile = same Brand

Related to ticket #10895

1.AQL level based on Department. (if the Department is NULL, then AQL apply for all Department, but cannot 1 AQL level with Dept. and another 1 without Dept. for same Brand)

2. Settings < Views < Brand: need to delete the contents for Inspection AQL level.

3. Admin < Model Access Right < Brand AQL Level: need to add access for Admin/users
